Under a wet Tropical climate it is very difficult to set up a serious structure without big precautions and without a consistent cashflow. In other words, it is impossible to build such structures without the direct or indirect support of an important part of the population (pets don't vote, directly).
A first way, to push the situation to a decent channel, it remains to give strength to Pets Protection Associations, by joining them: What will mainly make a concern for the decision-makers is the number of voters supporting this kind of struggle. This number shows the vigour or weakness of the interest that the population grants to this subject.
To become member, is mainly to send a message to these decision-makers expressing a will to reach out of the decline and of the shameful resignation against the situation at present reserved for animals and for those who skirt them in their distress.
It is easy to understand, then, that it is not necessary to participate "on fields" to actually contribute to change things, and even, it is not required to love Pets.
As well, not to join reinforce the general easy-going, participate to the present collective resignation, and, in this case, don't be surprised - and don't complain - if you are witness or victime of accidents or horrors.
the other way that we found is to be volunteer as Welcome Household, to reduce the crisis.
Being unable to manage a shelter, lack of means, our alternative consists in spreading candidates for adoption Pets in the home of those who accept to shelter some temporarily, the time to find out a final good owner.
A Welcome Household is thus a mini SOS-Center for pets, a piece of a pulverized shelter, a temporary and discreet haven of peace, an unhoped nightmare exit.
Nothing extraordinary at start: A well fenced home, some time, some love, patience and firmness. For cats, a flat in town is enough, if it is well isolated, well closed; (warning at "Louvres" closings).
Incomming Pets are often in pitiful condition: Dirty, exhausted, starving, ill and extremely grateful.
The first thing to do is to wash them gently and meticulously, to detect wounds or diseases which would have been missed, and to start cures.
Then there is to watch where they will take a rest without having the opportunity to escape:
First hours and first days are the most critical, exactly like for a move. The Pet fears about the place that he don't know. He will try to find his old landmarks even if they are far away on the other side of the Island. Thus, he will try to escape and he must not succeed.
In fact, arriving exhausted, first days will be spent in a long rest in most of the cases.
Cats must remain locked during at least three days, more than a week sometimes. This implies they must have all available in their "jail":
Once this Security Center is well-known for them, it is possible to try to open the door, but not yet the one to outside. A cat will recognize, register, his environment by concentric circles, wider and wider, around his home. If, due to a panic or inadvertently (unvolunteer stowaway of a vehicle), he gets out of his territory and goes away from its limits without having the opportunity to mark his path, he may loose himself, for good. In the main, within one to two weeks, often less, he builds a new reference environment and remains in.
When the outside door is open the first time for him, we recommend to make a little tour keeping him from time to time in one's harms (if he agrees), to show him, from away, the possible dangers that he can understand. Anyway, during the discovery phase, instinctively, he will be very strongly careful, at start. It is better to try to show him soon the dangers which are not always present (nasty dog, vehicle, or other), doing all that in a way which don't panic him!
Dogs have to follow a quite similar treatment:
They have to be tied up some days with at least 3 meters of rope, having water at will, and meals regularly.
Don't forget that a dog is able to dig a way under a fence, to actually injury himself while attempting to pass through a fence, to jump above a fence if it is less than two meters tall. Some dogs are able to leap up on, and to scramble up taller walls.
They may stay outside, under the condition to have, at will, a shelter against the rain.
In all cases they must never go out alone, not kept on the leash.
Before freeing them from their ropes, verify closely that all your fence is 'dogproof', otherwise keep them tied up, or inside the house if you allow that.
