There is no choice but to accept that if the situation is so catastrophic in Polynesia, that is indeed, first, the fault of its inhabitants:
Since near all the abandonned and ferrals die quickly, the spring which makes them is not in the Nature. All these Pets left to themselves come out all the same from somewhere ...
The spring is human:
Either by lack of knowledge, lack of means, or/and total irresponsibility, excess animals are produced from litters the mother of which have an owner who don't manage his situation.
This is reinforced by a sizeable laxity towards present laws, from all the authorities, which, a bit disarmed in front of the phenomenon, absolutely don't mind, do confess it, if they don't feel threatened with it.
The consequency is child's play:
As nothing encourage to take it seriously, nothing serious happens, and a continuous flood of ownerless puppies and kitties supplies permanently the whole Territory, on the 5 archipelagos.
Which follows is enormous, and informations which reach you by a way or an other are only an infinitesimal part, much less than "the visible part of the iceberg".
The 'nuisances', sufferings, diseases, accidents, death corteges going with this flood is not centrally accounted (still the authorities escape), but fields practicians (firemens, policemen, doctors, veterinarians, associations, etc...) well know that the case number to manage each day is abnormally high, and that it shows an actual situation yet more serious (a lot of cases are regulated without registered intervention).
Thus, AS LONG AS THE SPRING WILL NOT BE CONTROLED NOTHING WILL BE ABLE TO CHANGE.
Acting now by making Actions, Care and Welcome Centers without taking in account what comes before solves nothing: Either their effect is counteracted within few weeks, or it contributes to reinforce it. (cf. The possible solutions).
Good-willings are only free dustmen for irresponsibles and profiteers and their whole work is useful only to strengthen the general clear conscience and the dangerous illusion that the situation is managed.
The problem must be attacked at the source!
The source is all the Polynesians who abandon or "let be" pragnant bitches.
Polluters must be payers.
When a pragnant bitch/she-cat is left in settlement, we must be able to retrieve ant punish her owner or the robber, both for Civil Irresponsibility and for Mistreatments. If damages are done, we must be able to take to court, an so on. We have to be responsible of ours acts and to care about our actual responsabilities:
o have a Pet is not neutral for the Society!
To set up such a law and to grant the means to apply it is not vote-catching (if that, it remains to prove), but it is legally responsible, it is a public interest work which would reduce the work and - thus - the expenses for concerned families and services, for the whole society, for the well-being of anyone and his neighbors.

WITHOUT IT ANY ACTION REMAINS VAIN
and THE SITUATION WORSEN WITH DEMOGRAPHY!
The mission is of an enormous size, indeeed, but Polynesia had yet to take up other challenges at least as serious as this one, and found how to get down to it by working all together.
Then, and only then, fields works and structures will take sense, will have a convincing effect.
